TPD PRO to eTrustEx: Submission Checklist
eTrustex is the official European Commission platform used to send XML notifications and attachments to the EU-CEG (Common Entry Gate) system under the Tobacco Products Directive (2014/40/EU).
1. Prepare the System Entities
Add Submitter (with full legal details and Submitter ID)
Add Brand
Add Category
Create Composition (100% ingredients + UFI, nicotine level, density, etc.)
Add Manufacturer (for tracking)
2. Upload Required Files
Go to File Manager
Upload and categorize:
Nicotine test
Emission test
Toxicological data
Packaging & leaflet
Market/sales files
Assign files to relevant components (submission, ingredient, presentation, etc.)
3. Create and Fill in Submission
Add Submission
Fill in:
Technical product data (resistance, wattage, battery, etc.)
Link Manufacturer and Composition
Add Presentations (country, packaging file, launch date)
Attach files in respective tabs
Add Emission & Toxicology files
Add Sales data if required
Validate all data
4. Export XML Files from TPD PRO
Go to Submission List, click Export XML
Go to File Manager, export related files to XML (Submitter, Attachments, etc.)
5. Submit to eTrustEx
First Time Only:
Log in to 👉 eTrustEx
Click New
Upload the Submitter XML
Click Send and wait for Success
Then:
Click New
Upload Attachments (lab reports, packaging, etc.)
Send and wait for Success
Finally:
Click New
Upload the Submission XML
Send and wait for confirmation
💡 Tips
Always upload attachments before submission
Reuse previously uploaded attachments only if unchanged
Track Success/Error in the eTrustEx Inbox
Respect 6-month notification period before market launch
