Registration process
France vape product registration
France follows the EU Tobacco Products Directive (2014/40/EU) for e-cigarette and nicotine product notifications. The process includes submission through EU-CEG and a 6-month notification period before products can be marketed.
However, France imposes product restrictions: the sale of disposable e-cigarettes is prohibited.
Disposables Not Allowed
As per current national regulations, disposable e-cigarettes ("puffs") are not permitted for sale in France.
The following product types are allowed:
Refillable e-liquid bottles
POD systems with replaceable pods
Rechargeable batteries and devices
Replaceable tanks and heating elements
Refillable & rechargeable vape devices
Step 1: Prepare the Submission
Use TPD PRO to prepare all necessary data for France:
Submitter and Manufacturer profiles
Detailed Composition (100%) with ingredients and toxicological data
French-market Presentations
Upload packaging, leaflet, emission tests, tox reports
Export all files in validated XML format
Step 2: Submit via eTrustEx
Access eTrustEx and upload in this order:

Attachments (PDFs)
Submission XML
Each step must be validated with a Success status.
Step 3: 6-Month Notification Period
France enforces the full EU-required 6-month waiting period.
Products cannot be sold before this period ends.
Step 4: Public Listing
Once the waiting period expires and your submission is approved, the product will be published in the French regulatory database managed by ANSES (French Agency for Food, Environmental and Occupational Health & Safety):
This listing confirms that your product is authorized for sale in France.
