Finland vape product registration
In Finland, product notification for e-cigarettes, refill containers, and nicotine-containing products follows the EU Tobacco Products Directive (2014/40/EU), but also includes an additional fee and invoicing process before public listing.
Step 1: Prepare the Submission Data
Using TPD PRO, prepare all necessary product information in EU-CEG - compliant XML format:
Submitter and Manufacturer details
Composition with toxicological and emissions data
Presentation(s) for the Finnish market
Attachments including packaging, leaflet, and testing files
Step 2: Submit via eTrustEx
Submit your files through the eTrustEx platform in the following order:
Submitter XML (only once)
Attachments (PDF files)
Product Submission XML
Wait for Success confirmation after each upload.
Step 3: Wait for Invoicing
After a successful submission, the Finnish supervisory authority (Valvira) will send an invoice for the registration.
This invoice is typically issued during the 6-month notification period
Payment is required for the submission to be fully processed

Step 4: 6-Month Notification Period
As per EU rules, Finland enforces a 6-month waiting period from the date of submission before the product may legally be placed on the market.
Step 5: Public Listing
After successful submission and payment, the product will be published in Finland’s public product registry:
This registry lists all tobacco and nicotine products authorized for sale in Finland.
