Latvia vape product registration

Latvia follows the EU Tobacco Products Directive (2014/40/EU) for product notifications but requires additional national steps, including a manual invoice request, a regulatory review, and enforcement of a flavor ban allowing only tobacco-related ingredients.

Step 1: Prepare the Submission

Use TPD PRO to compile and structure your product data in EU-CEG-compliant XML format:

  • Submitter and Manufacturer details

  • Complete Composition using only permitted tobacco flavor ingredients

  • Presentations for the Latvian market

  • Attach all required documents (packaging, leaflet, tox and emissions data)

  • Export and validate all XML and supporting files

Step 2: Submit via eTrustEx

Log in to the eTrustEx platform and submit the files in the correct order:

  1. Submitter XML

  2. Attachments (PDF files)

  3. Submission XML

Each step must return a “Success” status from the system.

Step 3: Request Invoice from the Latvian Health Inspectorate

After submitting the product data, you must manually fill out a designated form and send it to the Latvian Health Inspectorate to request an invoice.

Monitor your email for the invoice, which is required before the submission is reviewed.

Step 4: Make Payment

Once you receive the invoice, proceed with payment for each product. Payment is a prerequisite for regulatory review.

Step 5: Product Review & Correction (if needed)

After payment, the Health Inspectorate will begin reviewing your submission:

  • If there are any issues or missing information, you will be notified and given the opportunity to correct and resubmit specific data

  • Once corrections are made and accepted, the submission is finalized

Step 6: Six-Month Notification Period

Latvia enforces the standard six-month waiting period from the date of submission. Products cannot be placed on the market before this period ends, even if the review is completed earlier.

Step 7: Public Listing

After successful review and expiration of the six-month period, products will be listed on the official website of the Health Inspectorate:

www.vi.gov.lv

This listing confirms that the product is legally authorized for sale in Latvia.

Flavor Ban Notice

Latvia enforces a strict flavor ban. Only 16 approved tobacco-related flavor ingredients may be used in the composition of e-liquids. Any additional or non-tobacco flavors are prohibited and will result in rejection.
