Step 1: Obtain a Submitter ID from EU-CEG
Before using TPD PRO or submitting any products, you must obtain a Submitter ID from the European Commission.
Who needs a Submitter ID?
You need a Submitter ID if you are a:
Manufacturer of tobacco products, e-cigarettes, or refill containers
Importer marketing these products in any EU Member State
❌ You do not need a Submitter ID if you're a third-party consultant submitting on behalf of a manufacturer/importer. However, the form must still be completed using the manufacturer/importer’s company details.
How to register:
Create an EU Login account: EU Login Registration
Download the registration form: CIRCABC Portal - download file and open via Adobe Acrobat Reader
Fill in the form using the manufacturer's/importer's official company details
Attach required documents (e.g., company certificate, utility bill, etc.)
Submit the form as instructed on the file
⚠️ Approval may take several days. After the Submitter ID is issued, additional time is needed to receive your PARTY Identifier, which is required for submissions. (You will receive 5 number digit to your email - this is Submitter ID)
Step 2: Add the Submitter to TPD PRO
Once your Submitter ID are received:
Register or log in to TPD PRO
Navigate to Submitters (left-hand menu)
Click “Add Submitter”
Enter Submitter ID and company details
Save
You can manage multiple Submitters in one account if needed.

Step 3: Select the Active Submitter
Before creating a submission, you must activate the Submitter you’ll be working under. All actions will be performed on behalf of the active Submitter.
Go to Submitters
Click “Activate” next to the relevant Submitter
✅ From now on, all data entries and exports will be linked to the selected Submitter.
Step 4: Add Manufacturers
You can manage one or multiple manufacturers and production sites.
A default Manufacturer is automatically created based on registration data
Add additional manufacturers under the Manufacturers section
Each submission will allow selection of the appropriate manufacturer

Step 5: Add Brand Names
Brand Names define how your products are marketed.
Add one or more brand names used in your product line
You can update or expand your list at any time
These names will be linked in the Presentations module

Step 6: Add Ingredients
TPD PRO includes a built-in library of 200+ common e-liquid ingredients, complete with toxicological data.
Use existing ingredients, or
Add new ingredients manually with CAS number and function
Ingredients are stored for reuse in multiple compositions

Step 7: Create Compositions
Each composition must represent 100% of the final product.
Go to Compositions and click “Create”
Select ingredients and set their percentage
TPD PRO auto-calculates totals and validates integrity
Compositions can be reused in multiple submissions

Step 8: File Manager
Attach all required supporting documentation:
Leaflet or user manual
Production process file
Nicotine dose uptake report
Emission and toxicology lab test reports
All files are stored in the File Manager and linked within each submission.

Step 9: Create a Submission
Now you're ready to notify your product.
Go to Submissions → Add New
Fill in:
Submission type (New submission, Update, Annual update, etc.)
Technical details
Product category and description
Manufacturer, Brand, Composition
Attach relevant files
In the Presentations tab, define product variants per market
In the Ingredients tab, click “Recalculate” — TPD PRO will automatically determine precise amounts based on product volume
Add lab results in the Emissions tab

Step 10: Export and Submit via eTrustEx
To submit data to EU-CEG:
Export Submitter profile XML (only once per Submitter)
Export all attachments (attachment should be submitted to eTrustex only once)
Export Submission XML

Then:
Go to eTrustEx Platform
Log in with your EU Login
Upload each XML file and required attachments
Wait for confirmation of successful upload
✅ If you receive a "Success" status, your product has been officially submitted to EU-CEG.
