Lithuania vape product registration
Lithuania follows the EU Tobacco Products Directive (2014/40/EU) for notifying e-cigarettes, refill containers, and nicotine-containing products. While the overall process is similar to Malta, Lithuania introduces two key national specifics: rapid post-submission checks and a strict flavor ban.
Step 1: Prepare the Submission
Use TPD PRO to compile all required product data in full EU-CEG XML format:
Submitter and Manufacturer information
Ingredient-level Composition with toxicological data
Presentations for the Lithuanian market
Attach supporting documentation (leaflet, emissions, tox data, packaging)
Export validated XML files
Step 2: Submit via eTrustEx
Use the eTrustEx portal to send the following files in sequence:
Submitter XML
Attachments (PDF files)
Submission XML
Each submission must receive a "Success" status from the system.
Step 3: Early Product Review
Unlike most countries, Lithuania typically reviews product data within a few days of submission. If any issues are identified, the regulatory authority will notify the Submitter directly with a request to correct and resubmit specific data.
This makes accuracy and completeness critical at the time of the initial submission.
Step 4: Flavor Ban Requirements
Lithuania enforces a strict flavor ban. Only tobacco-flavored e-liquids are permitted, and only 16 specific flavoring ingredients are allowed in e-liquid compositions.
Products containing any other flavorings or aromatic substances will be rejected. Always verify your ingredients against the approved list before submission.
Step 5: Six-Month Notification Period
Lithuania still applies the standard six-month waiting period before a notified product can be placed on the market, even if checks are completed earlier.
Step 6: Public Listing
Once the product passes inspection and the six-month period has elapsed, it will be listed on the official Lithuanian government website.
