Malta vape product registration

Malta follows the EU Tobacco Products Directive (2014/40/EU) for the notification of e-cigarettes, refill containers, and other nicotine-containing products. The process is straightforward but includes a mandatory 6-month waiting period before products can be legally placed on the market.

Step 1: Prepare the Submission Data

Use TPD PRO to prepare and structure your product data in full compliance with EU-CEG requirements:

  • Set up Submitter and Manufacturer profiles

  • Create detailed Compositions with ingredient and toxicological data

  • Add Presentations specifically for the Maltese market

  • Upload all supporting documentation (packaging, leaflet, emissions, etc.)

  • Export validated XML files

Step 2: Submit via eTrustEx

Log in to eTrustEx and upload your files in this sequence:

  1. Submitter XML

  2. Attachments (PDFs)

  3. Submission XML

Make sure each file is successfully validated before proceeding to the next step.

Step 3: 6-Month Notification Period

After receiving a Success confirmation for your submission, a 6-month waiting period begins.
During this time, the Maltese health authorities review the data and prepare the product for official listing.

⚠️ Products cannot be marketed or sold in Malta before this period has ended.

Step 4: Public Listing

After the 6-month period, approved products are published on Malta’s official health product registry:

👉 healthservices.gov.mt

This is commonly referred to as Malta's “Green List”, indicating products authorized for sale.

Summary

To register products in Malta:

  • Prepare and submit your data via TPD PRO and eTrustEx

  • Wait 6 months from the date of submission

  • Products will then be listed on the official Maltese government website
